On 1st October 2024, Ms. Mary Muthoni Muriuki, CBS, HSC., Principal Secretary for Public Health and Professional Standards at the Ministry of Health Kenya, visited the Railways Health Center in Kisumu County. This facility, a centerpiece of health digitization efforts, is supported by Palladium’s Kenya HMIS project with funding and technical support from the Centers for Disease Control and Prevention (CDC) Kenya. The visit highlighted the transformative power of digitization in healthcare, a crucial step towards enhancing patient care and realizing the vision of Universal Health Coverage (UHC) in Kenya.
Kisumu County: A Pioneer in Health-Tech Innovation
Kisumu County has been at the forefront of health technology innovation in Kenya, actively digitizing its health facilities through the implementation of the Kenya Electronic Medical Records (KenyaEMR) system. Leading the local delegation for the demonstrations was Dr. Gregory Ganda, the CEC Member for the Department of Medical Services, Public Health, and Sanitation, Kisumu County. The Railways Health Center was showcased as a model for the future of healthcare, with Kenya EMR serving as a powerful tool to streamline healthcare delivery.
The journey towards digitization in Kisumu started by focusing on different health hubs, including Rata Hub and Chulaimbo Hub, where KenyaEMR was initially deployed. The success in these hubs led to the ongoing expansion of the system across additional facilities, thanks to the county’s efforts to procure necessary equipment dedicated to supporting these digital health initiatives.
Transforming Patient Management with KenyaEMR
The Principal Secretary’s visit underscored the ongoing success of end-to-end patient management within Kisumu County’s health facilities. The implementation of KenyaEMR has enabled healthcare providers to manage patients seamlessly; from outpatient departments (OPD) through to laboratory and pharmacy workflows. The system also incorporates a robust stock management module, which aids in inventory management, ensuring that providers are well informed about drug availability, guiding them in prescribing medication.
The KenyaEMR system also utilizes a Queue module, which significantly reduces patient waiting times by managing queues effectively and allowing providers to see patients more efficiently. This translates into better patient experiences, quicker service delivery, and an overall enhancement in the quality of care provided at health facilities like Railways Health Center.
Empowering Clinicians with Real-Time Data and Decision Support
A key feature of the Kenya EMR is its ability to provide clinical decision support, offering real-time insights to clinicians. During her visit, the Principal Secretary observed how the system’s clinical alerts assist healthcare workers in making informed decisions. KenyaEMR allows clinicians to access lab results immediately after tests are completed, directly from their workstations, without unnecessary delays. This integration speeds up decision-making processes, ultimately benefiting patients through faster diagnosis and treatment plans.
Similarly, the pharmacy module in KenyaEMR offers real-time visibility into drug availability and pricing, which assists both prescribers and pharmacists in managing prescriptions effectively. This functionality reduces medication errors and ensures that patients receive the correct medications promptly. These improvements exemplify how digital health solutions can enhance operational efficiency and clinical outcomes across healthcare facilities.

Kisumu County’s commitment to health digitization is evident, and the positive impact on patient care is undeniable. The ongoing efforts in Kisumu are not limited to smaller hubs; larger facilities, such as the Level 4 Lumumba facility, are also in the process of being digitized.
