IL Unable to transmit or receive messages to or from other systems

This is mostly attributed to the following:

• Wrong end points for each participating system
• Lack on network connectivity  within the facility or between the host machines
• Wrong API settings on each host system

Check each of the above and confirm that they are all correct.
